Project Management is an Art
When it comes to large projects, the stakeholders and entities in the external and internal environment can influence the outcome beyond the control of the Project Team. Incidents like local strikes, inclement weather, changes in gorvemental policies, political interference, breakdown of ships or other transportation, outbreak of diseases, etc. can derail the whole project.
Egos, vested interests and non-cooperation of clients, vendors, emloyees, regulatory bodies, etc. can adversely affect the project’s progress. Internal politics are present in most organizations to varying degrees. Internal politics may disrupt the decision-making process by diverting attention and energies towards frivolous matters.
Handling behaviors, diffusing conflicts before they lead to adverse consequences, and reducing impact of such consequences if they do happen require a very agile mind coupled with wisdom and fine judgment. This is where project management becomes an art; it is a systematic approach blended with the right leadership qualities. Otherwise, it is just an exercise that may or may not bring the desired results. A Project Manager is a leader who can influence the external and internal environment to their advantage.
Organization Maturity for Project Management
In a manufacturing setup, one can fix standard inputs, set the process, and control the output. Everyone knows what to expect.
However, every project is unique making it impossible to get the same output from the same inputs, given the dependence on the ecosystem in which the project is implemented. Factors that influence a project’s progress are internal and external. Every project goes through the same process of initiation, planning, organizing, executing and closing. While consumption of materials or their resources may be based on standard consumption norms, there is no guarantee that this will be maintained. Even the project-specific cost estimate, that is made considering every contingency and risk, may overrun.
Project management is a collaborative effort of the whole organization, vendors, clients and governmental bodies.

RISK MANAGEMENT ( in project implementation)
Risks are inherent to the Project Management environment. Some risks may be known while others unforeseen. Some risks may manifest due to the actions (or lack thereof) of people inside the Project arena and the ones interfacing with it.
Risks can occur due to the political climate, weather, physical challenges, management lethargy, economic and financial dimensions, health & safety inadequacies, strikes, client and vendor issues, underperformance by a team, modified regulations, scarcity of resources, or inadequate infrastructure, etc. Some risks are identifiable at the time of bidding or feasibility study.
The biggest threat to a project emerges when internal reasons drawbacks attract external risks or failures.
